Sticking brakes, need help

Okay so I've got a weird problem and I'm hoping you guys can help.
I drive a 96 z28 and three weeks ago I noticed a grinding sound from my rear discs. So I changed the pads and went for a couple block test drive and when I pulled back into my driveway both rear brakes were smoking. The old pads had been very unevenly worn so I figured the calipers were bad. So I replaced both calipers and went around the neighborhood again. Still smoking. I looked on here and found out that I had most likely pinched the lines.
Now I have just finished replacing the rubber lines with braided ones and I still cant turn the wheels with the car in neutral.... I'm at a loss as to what the problem is.
any ideas would be appreciated

Any chance the e-brake cable is hung up and not releasing?

Did the calipers come with new guide pins, or did you reuse the old ones?
