see you differ from me in that ur doing basically an obd-ii to obd-i conversion as well as the swap basically.
i'm curious how the BCM(body control module-retained acc power,different keyless &alarm,etc) (96-up) vehicles, wires in with the 95 harness.
i wonder how hard it would be to add the BCM to an obd-i car like mine so i could get the Retained acc power, better keyless remote control 96-up had, etc.
idk if its worth the effort

the bypass is done because the pellets in the keys gives everybody so many headaches... and in my case to let the VATS let my engine crank but i have somethin deeper than that... the man prob is my serial data... which Ion is tryin to help me with that.

inside the car there are several relays larger and smaller ones that are all required to make the vehicle run. i found this out on accident actually as i was tearing my car apart inside removing the dash, i went to start it later and it wouldnt run, so i had to plug stuff back in until it did, then i did a one by one check to see which relays could be unhooked and which couldnt to keep it running.
there were like 6 relays roughly inside that all were required or it killed it. that surprised me. if one of those went bad wow what an assache it'd be to diagnose it.
anyways, where the leads run inside the car off the engine harness and into the passenger footwell of the, i'm curious......
you are using the 97 interior harness still correct and mating it to the 95 engine harness?
ok.... now inside where the connectors are that the engine harness meets the interior harness at the 3 or 4 plugs...whichever i forget... i wonder if the 97 connectors plug right in but are wired different to the relays which is causing your problem.
basically comparing your donor cars interior harness to the 97's wire by wire on these couple of connectors or studying a good wiring diagram is the only way to confirm this.
unless another user online can answer this for sure. which might be hard unless they've done this specific swap you have 97 to 95.

i'm gonna build a site on this. i have yet to find one single site that is very detailed with pics step by step all the way on how to do these swaps.
there is so much confusion out there constantly from what i read. from users saying this and that has to be swapped and others saying no it doesnt.
so as I do this swap I will be building the most comprehensive site out there involving doing a v8 conversion in 4th gen camaros.
i'm keeping track all the info i've come across, also more and more good sites are dissappearing with info on mods,etc so basically i'm using software to copy these sites with a few clicks so if they ever go down i have the info available still to people. of course with the old site owners permissions

"yea im using 97 harness matin to 95... the connectors through the passenger firewall were the same except for one serial data wire. and and AC connector"
hell thats cool then, my swap should be pretty easy to wire up then. aside from whatever i gotta change wiring wise since the z28 is an auto and i need it t56 setup to bolt in my v6 standard car.

ya that was one of the best sites i've found. i cant believe the work hes put into that. its sick. he seriously must have like 600 man hrs in that site.
his site was the first one i backed up. his site was the one that made me look into software that could copy a whole web site cuz i didnt want to have to save it all pic by pic and page by page. that woulda took hours.

im not sure but i think the t56 swap only requires some block off connector or somethin like that for the computer... i think its supposed to be a simple problem

Try the starting fluid. I know you tested them but I don't trust testers 100%. If it sounds like it is running alright the 2 seconds it runs, then you KNOW you have spark.
You still need to disable VATS. Preferably in the program. Buy Tunercat, it's worth it.
Also, you said the injectors were new. When did you put them in? Between the swaps or before you pulled it out and it was still running in the other car.

the injectors were put in between swaps... and the programmin is what the whole problem is... i cannot get a connection to the PCM to delete VATS... serial data will not work so i cant do anything.... even if i get it runnin itll be on a stock tune so that sucks... probably gonna have to send my computer off to madwolf which thatyll get my tune straight but ive already paid for unlimited email and i wont be able to fix problems in the future myself.
