i know for a fact i dont need my air pump but do i need my egr valve ect to pass emissions on a 94? as long as it doesnt throw a light correct? that means all i need to do is have tha egr connector plugged in??
and will not having an aip pump burn up the cat or just not make it work as well when cold? (since it jsut warms the caT)

Removing the AIR pump will not damage the cat, unless for some reason your engine was running extremely rich in cold start mode. You can unplug the pump, and as long as the fuse in the circuit is still good, no code on OBD-I.
EGR is generally required to meet emissions, if they check oxides of nitrogen (NOx) in the tailpipe test. Might get by on NOx without it, might not. You may get a code for the lack of EGR flow.... seems like the diagnostic in OBD-I is not real sensitive, and maybe 75-80% of the OBD-I EGR deletes do not set a code for low flow. You have to leave the EGR solenoid connected, or put a resistor in the harness connector, or you would get a code for that, though.
All of the codes can be "programmed out" of the PCM, if necessary.

i removed the air and egr on my 94 and it did not throw codes when i installed headers...but i never tried to pass emissions...so what your sayin is that i probably wont throw a code...probably will still pass...but theres a slight chance it all will go wrong?

Sure.... it is possible to get DTC 32 in OBD-I. It just doesn't happen very often. And it is possible to pass a rolling emissions tailpipe test without EGR, it just makes it a little harder to pass. But its not a guaranteed failure with regard to NOx content.

I just removed my air pump, on my '94 Formula, during opti inspection/replacement. No emission inspection here and dont want it back on. Have not removed everything yet, but will. Did you say that something has to be plugged in the wiring harness that was removed from the pump itself?
