Check the throttle blades to see if they're sticking. I forget, but I think stock idle for an A4 is around 800.

Stock idle programming for the A4 is 650rpm in neutral and 550rpm in gear. In very cold weather (coolant temp at 3*F) the cold start idle speed in neutral is increased as high as 1,200rpm. And, the stock tach typically reads 100-200rpm higher than actual rpm.

Definitely idling too high.
