Put a fuel pressure gauge on it first to see what is going on. There is a schrader valve on the back of the fuel rail for that purpose. It will tell you whether it is getting proper pressure right away. You may have another issue going on instead.

Did you do the fuel pump, the adjustable fuel pressure regulator (AFPR) and 30 #/HR injectors all at the same time?

Did you have the PCM programmed for the 30 #/HR injectors, and if so, by whom?

What brand is the AFPR? What pressure did you set it to? Did you set the pressure with the vacuum compensation line attached or disconnected? What pressure did you tell your tuner you were running, so he could program the correct injector flow constant?

The fuel pump typically has a check valve in it to maintain fuel pressure when starting. There could be something (dirt from the installation) keeping the check valve stuck open causing the hard start condition by bleeding off fuel pressure. As stated above a fuel pressure gauge at the schrader valve will show you if your system is maintaining proper fuel pressure to start.
