The "third line" is typically the purge connection from the EVAP canister in the driver side rear fender. It is a vacuum line, and does not carry liquid fuel (unless the EVAP canister gets saturated with fuel). On the 3.8L V6 the line attaches to a vacuum detection switch, which the factory service manual shows to be located on the passenger side of the engine, above the valve cover, toward the rear. The vacuum detection switch then has a hose connected to the nearby EVAP purge solenoid, and the solenoid has a hose that runs to the passenger side of the throttle body.

Thank you. I actually have a few more questions. So as stated in previous comment im rebuilding this thing. I have replaced Fuel Pump, Fuel Tank, and Fuel Filter, and Fuel pump relay. im still barley getting any fuel out of fuel rail. Still wont fire up. How do you get the the Fuel pressure regulator ?

Something else you should do - if you don’t have a copy of the factory service manual, you can download a free copy, courtesy of GaryDoud. Download the 96 manual, it will cover 99% of your 97.

Yes I checked. I didnt have any fuel pressure at all then. Since replacing those parts. There is signs of alittle pressure. But not enough to spray out. It just pushes out very little to no fuel

Are you actually measuring with a fuel pressure test gauge, or are you just pressing the Schrader valve core?

I'll have to look at the factory service manual for the fuel pressure regulator info. Just to be clear, what year is your car? I assumed from the title of the thread it was a 97, but that might not be accurate.

The fuel pressure regulator is at the back end of the driver's side fuel rail. The body of the regulator is permanently attached to the rail assembly. To service the regulator, you have to pull the fuel rail assembly, and remove a spring clip from the regulator housing, and take the internals out from the back of the regulator housing. As I recall, the spring pressure will just pop the parts out if you aren't careful in disassembling it. See factory service manual page 6E-391 in Volume 2 of 2, Part 1 of 2.

I have no idea if that is the cause of your fuel pressure problem. The 3.8L fuel system is different than the LT1 V8 system. From the description in the manual, the 3.8L regulator is on the feed line to the rails, pinching down on supply to reduce pressure. The LT1 regulator is on the fuel return line, opening up to allow more fuel return to the tank to reduce pressure.
Without actual numerical pressure readings there is no way to even guess where the flow impediment is. The manual also indicates the 3.8L system works at a higher pressure than the LT1 and earlier 3.4L V6 fuel systems. A stuck closed pressure regulator may be the problem.
