I want to be shown a Honda that can run a 13.3 in the quarter, all mods and car included for $4000 or less.

I was actually defending the Civic's chances at the beginning of this thread. What is so hard to understand about that, I want the claim backed up that for $4000 you can buy a honda and make it run a 13.3 or faster. I have a lot to say, and it starts with "you can't back that claim up".
