The LT4 was given a factory specific tune. It is not a LT1 tune. Sounds like the drivers were not equally matched or the LT4 Vette had mods for it to be that close.

I currently own a 1996 Corvette with the LT4 engine. My previous car was a 1999 Camaro Z28 A4. I don't have any dyno numbers or track times to compare the two, but stock for stock they seem very similar. Obviously, each engine has different characteristics to the way they run, but in their respective cars they get you from point a to point b in about the same amount of time.
Some background on the LT4: GM initially was going to introduce the C5 Corvette with the LS1 engine in 1996; however, the introduction was delayed. When this happened, GM engineers took the LT1 engine and incorporated as many innovations as they could from the LS1 engine into it. It gave them a way of testing some of the new ideas in a production model before the LS1 was introduced. Some of this is talked about in this article (very long, but interesting) about the development of the LS1 engine: http://www.idavette.net/hib/ls1c.html .
It seems that the horsepower rating of both the LS1 and LT4 engine are both underrated by GM. Corvette owners like to think that the LT4 engine dynos around 350 at the flywheel as opposed to the advertised 330. Speculation is that GM purposely underrated the LT4 to keep prospective 1997 Corvette owners happy with their 345 hp rated LS1s.
Given the two cars mentioned in this post, I'm not surprised that the modified LS1 prevailed. The two cars are not that much different weight wise. The Corvette weighs 3298 pounds stock (3.45 rear) and the Firebird is probably around 3400. The Corvette is probably putting down 305 hp to the rear wheels and the 2000 Firebird is probably putting down somewhere in the 320 - 325 hp (if not more) range to the rear wheels. If the Firebird was a 2001 or later LS1, it would be making even more hp with the LS6 intake and different cam that came stock.
All in all, it sounds like things turned out the way that they should have.

Welp...we are having a rematch tonight. We'll see how I do this time. I had only been driving the car with the new 4.10 gears for a couple days ...so I think I might get a better launch this time.
We also plan on doing the "rice race" (60mph-120) ....I have a good feeling I will destroy him on that one. My LS1 seems to really shine in the top end. Starting next week sometime, I'll have my car on some laughing gas as well
