So today I finally got a chance to play with the Camaro again.
I took the white wire out completely and used a new wire.
Also used an extra external wire for the ground to make sure that was good.
Getting 14v from the pink wire when car is running.
I've been getting the dtc p1351 and still haven't figured out the problem.
This time instead of letting the car stall I kept giving it gas and another code came up. P1371, something about the low res signal from the opti.
The harness from the opti to the plug next to the oil filler neck is new. As well as the icm, coil, and Accel opti.

Did the engine start? Loss of the low resolution pulse pattern from the Opti prevents the engine from starting. The low res signal comes from the optical sensor module in the Opti. The PCM did not find a low res pulse while it counted 720 high res pulses. The code could be "stored", if the engine actually started and ran, even poorly.
Clear the codes and see how fast P1371 comes back. If it comes back immediately, its a problem with the optical module, or the wiring, anywhere from the Opti to the PCM.

Solution (Partial): Figured out why my car was constantly stalling. Bad Accel opti out of the box. Thanks goes to summit for making the exchange for me 8 months later. Went with a GM performance opti and car runs great now. Kind of.
With the stock OBD2 pcm the SES light is constantly on. Still giving me
P1351- IC Circuit High Voltage.
With the pcmforless OBD1 pcm the car is running great. Every now and then the SES light will come on for a few seconds. Got a code 41 - IC circuit open.
