wierd idle...

wierd idle...
after a head/cam install my idle takes a few seconds to settle after i come to a stop,
when i'm driving and i downshift it doesn't slow me down ( like it should),
my idle is supposed to be set at 875 and it's ideling at 1050-1100 rpms.
i hooked my scanner up to it, and my iac count is normal, i thought if i have a vacumm leak my iac count would show zero, the scanner said,
"desired iac count 65"
"actual iac count 62" <-----at an idle,,when i was driving my iac count was at like 130.
what is my problem? i don't think its a vacumm leak but don't know what else it could be ???
