Test Run w/out harmonic balancer

Just finishing up a WP, Timing cover seal, optispark job. Is it OK to start the engine without the harmonic balancer and belt in place? I want to make sure the opti is working correctly before bolting everything else up.

btw: I have found so many helpful tips on this board, thanks to everyone!

btw: what is the proper torque for the balancer bolts?
