Rebuilding motor and I found something weird

While my dad and I were pulling my motor we removed the intake manifold and he asked “what is that?” We found what looks like a vacuum line boot in the very back hole on the passenger side of the block. (sorry I did not have my camera to take pics) I am pretty sure that these holes are to allow oil to drain back down to the oil pan. I guess what I am asking, is that rubber boot supposed to be in that hole or what?

There was a post just a week or two ago where someone found one too. My best guess would be someone previsously had the intake off, put it back on and got a vac line in the way, pulled the line and the boot fell off in the motor. There should not be any inside. Yes that is for oil drain. No the boot should not be there.
