A "tune" is not neccessary to get low 13's high 12's. I'm on stk tuning and everything on my engine is OE except for the valvetrain, shorty headers and TB.

By doing a little bit of searching, and reading more than posting the same things over and over, I've got my '94 into the mid 12s on a very mild buildup N/A.

But most people have hit it on the head. My mods have netted me probably mid 13s, but gears are coming this summer as well as some skinnies and DRs. I think tuning is a wonderful mod as I gained 0.2 seconds in the eighth with my OBD1 conversion.
