-I already know that hppIII is junk and i would nt pay 400$ for that.I got mine for less then 100$last year just to adjust some basic settings and for now it fit my small need.

So...
I got an hppIII basicly to change my ecu gear ratio to 3.73 since i ve got those in my 12 bolts,adjust my rev limiter,add 160degree thermostat, make the fan start earlier and keep my engine cooler.There is no problem with those setting,my rpm is perfect and my fan kick off sooner.
But...
With this super tuner
you can also put what they call the POWER SETTING wich is supposed to give you 7-10 hp and 7-10 torque(i really dont believe it but maybe...)
My question:
I ve heard that to gain the hp and torque that they advertise with this programmer you need to have a perfect working engine,perfect temperature ,no knock,peace on earth
and perfect all around condition(something that you dont really see really often).
If not the program will make the ecu fall in close loop and you will actually loose hp.
So is it true?
If yes i will take it off my car right now

I think you are overcomplicating it. Its simply a matter of them not doing what needs to be done to make more HP at WOT, and that's leaning out the PE mode target A/F ratio.

it only works in WOT...nowhere else. so...i'd rather spend my 350 on a dyno tune or a madwolf tune and be done with it...and he can give you 3.73 gearing if you need.

Published dyno tests, in a popular "Chevy" magazine, on a 1996 LT1 showed that is lost power with the HPP "power tuning". Adding the 160* t'stat and lowering the fan temps turned it from "lost HP" to a small increase, but still less than any good mail order tuner can guarantee you on a totally stock setup.
If you have the HPP, simply run it with and without the "power tuning" and see if it makes a difference.

I will try that but how can i judge clearly the difference in performance.I dont got anything to base my judgment except for the feeling but this can be tricky.
Since its only working at WOT i can try a 3rd gear pull to see the difference between the 2.

I tried an HPP back in 1995. I picked a flat, straight run where I could make (hopefully) consistant passes with and without the "power tuning". I used a Vericom accelerometer/performance meter (like a G-Tech, but higher quality) to compare passes. Although it was hard to get really consistant results when the car was an M6, I was not able to measure any difference in acceleration with the power tuning installed. At the time, Hypertech claimed a gain of 0.27 seconds in the 1/4-mile.... but I never saw it. That was on a fairly stock setup..... Callaway CAI and a Borla catback.
