expensive tools? I think all you need do all all of that is a basic hand tool set and a valve spring compressor

and gaskets and lube....

correct me if i'm wrong...

You can get just the chain from Summit. It's been awhile since I did mine, but I bought my gaskets, ring, bearings, & timing chain from them. I re-used my old gears as they were in good shape (10 layer flame suit on - they have been on for 2 years and 2500 miles without a problem).
My advice - get the kit, a new timing chain, and the lifters you need AND a tune.

Personally, with the Hotcam kit, I would take those LT4 springs and sell them. Take that money and use it towards some stiffer springs. I would get a stock LT1 timing set, both the gears and chain, which is not very expensive. As for the lifters, as long as your current lifters show no signs of damage and the rollers spin freely, then I would just reuse them.

he mentioned before that one of his lifters were bad.... that's the whole reason for the swappage.
