You are saying you did not see a 5V reference from the PCM at pin "A"?

Where did you probe the circuit - at the harness connector for the Opti, at the gray test connector on the bracket on the passenger side of the intake manifold, or at the the PCM connector (pin B2)? If you only checked the end of the harness at the Opti, you have to backtrack to the other 2 locations, to determine if there is a fault in the wiring, before you can conclude that there is a PCM problem.

I probed both the opti wiring to the pcm, and the wiring from the pcm to opti. The two sets that connect to each other.

There are three connectors... one at the PCM, one on the bracket at the side of the intake manifold, and one at the Opti. Unclear from your response if you checked all three locations. You have to check the equivalent of pin "A" at all three locations.
