fuel pressure numbers- please help

I have a miss/hesitation with acceleration, I am about to switch out O2 but figured I better check this. Car has 49K mi. This is what I got-

Ignition on and pump priming = 47
Ignition on and pump finished priming = 38

Running = 37
Running with vacuum off of regulator (?=WOT) = 47
Engine turned off = 29

With the ignition on and the pump stopped priming is it supposed to drop 10psi like that? Even so it looks like it has good pressure with WOT so I'm not sure if it explains my problem anyway. I want to check with you guys before I put $200 worth of sensors in. thanks-

BTW, when I first hooked up the pressure gauge (engine had been off about 12 hrs) and tried to bleed the gas nothing came out (no pressure), had to turn the ignition on and off a few times to bleed the air out, is this normal?
Thanks-

Probably more normal than abnormal. I would not worry about that.
