Fans Still Wont Turn On!!! Help

correct i know i can wire in switch but i wont them properly working. i have spent to much money on my car to give up now. im thinking about wireing in a resistor so the fans will come on by themself. any info on that. how much is a tune from mad Z28?

If the fans turn on when the A/C is on but never any other time, then its the PCM.

no fans dont come on with AC. fans dont come on period unless forced. or unless i pull the engingine coolant temp sensor. god this is a headache and half. where is madtune/madz28 located. anywhere near st louis because thats were i live.
