E-Brake

Hi,
My E-brake is not really working. I replaced the rear pads about 4 months ago, but the ebrake handle will go almost all the way on top. I tried pulling it while driving but it doesn't really slow the car down very fast (not really an emergency item
What can I do? I know they are supposed to be self adjusting but mine doesnt seem to be doing that.

same problem in my grand am...although it seems to be working better today...or maybe my tires just locked up cuz wet pine needles are slippery
