It is often said, including by yours truly, that in almost all cases when planning a build go for the most cubes that are practical. That said, you need to keep in mind that the power comes from the heads/cam/induction system and valvetrain primarily. So, these need to be selected to complement the displacement. IF you leave everything else the same, the 383 is still a better choice. It will have ~5% more torque and a bit more hp than a 355 at a slightly lower rpm - all good for the street. But just because it's a "stroker" doesn't mean it will be fast. You still need to concentrate your efforts on the top end if you want results.

A Chev 350 is 4.000"x3.480"

Ain't what I read!!!!!!!
Big cube small blocks take mega heads and intake to make power as per HP per CID.
Those type of heads(400+CFM) cost 7-8 grand and an intake to match is 'bout 1500.00.
So if ya want a 454 small block bring your checkbook.
A 383 can do fair with a max ported set of stockers.

And there is nothing that requires you to build EXACTLY a 383 (actually 382.67ci). You shouldn't bore the block any more than you need to..... 4.010" (378.88ci) or 4.020" (380.77ci) bores are smart alternatives, allowing the cylinder walls to retain more of their strength, and allowing more meat for a future rebuild. You will never notice the small difference in displacement.

well do you think I should just stick with a 355 or go ahead with the 383. My plans are the cc306, ported stock heads, edelbrock air gap intake. all gasket matched, I have 1.6rr, pushrods, springs, etc...
thanks

383 IF you are planning on replacing the crank anyway. If you have a stock crank in good condition, stick with it and build a 355.

Where is the benefit in porting your stock heads...
Or which aftermarket heads would you go with...
I think you will have a much better end result if you get a single thread going to discuss your entire engine as a package rather than having all these piecemeal threads...

A bit of searching would also answer most of these questions.
