Tires have the biggest effect on traction, but suspension makes the best of what the tires give you. Shocks and relo brackets help the most IMHO. LCA's help too though. The rest is up to the driver. With my street tires(never had any other on my car so can't compare myself) I managed to get a few 1.9 60' and the other 3 runs were low 2.0 60'. This was after the 12 bolt, but with no relocation brackets yet, on a car lowered 1.5" and 4.11 gears. The only thing other than listed in my sig was the front shocks were set to soft(same as I drive on the street) but the swaybar was in place and no weight reduction(3650lbs raceweight). It can be done, you just need to learn how your car launches best.
