first, I wouldn't use the weather as a cause becasue lots of morning are cool and damp or humid, and its usually always coincidental, so you should just troubleshoot as normal
this might help. I read that the ignition signal goes through the body control module and apparently the only common failure is broken soldier joints on the tall relay or the relay going out.

but first check your starter. remove it with a ~1/2 inch socket w/ extension (only 2 bolts, the ones closest to the transmission and 2 nuts that hold pos and neg) be sure to remove your pos battery terminal first. its easier to remove the bolts then undo the nuts with it hanging by the wires. it should only take you about 10 min to remove it. Autozone/Advance will test it for free. Most rebuild shops only cost around 60-80 dollars for a starter rebuild.

If that is a no go, do what I'm headed outside to do, replace the ignition switch.. and thats a fun one, the whole steering column has to come out. (but its way easier than it looks)

How do you know the battery is fine? You CANNOT determine a battery's condition by the dash voltmeter.

You probably have a discharged battery. Have it tested - properly.
