fan issues

I have a z28 lt1 1996 camaro and my cooling fans are not kicking on. i tested both fans and they worked fine so they are not the problem. the car over heats when sitting or driving at slow speeds at high speeds there are no issues and the temp goes down to normal. I changed the temperature sending unit and that did nothing at all. I dont know what to do next. I do not want to hard wire the fans to fix it. thanks for the help.

Are you able to scan the PCM to see if the coolant temp sensor for the PCM (water pump housing) is reading the same as the coolant temp sensor for the gauge (driver's side head)?

The fans should come on low speed at 226*F and high speed at 235*F. How hot does it get if they are not coming on?

Do the fans come on when you turn the A/C or defrost on?
