I have a 94, it has a carb'd gen 1 SBC so I am not running an PCM anymore. Do the door locks need to have the PCM to work or is there something else that may be bad? Is there a way to rewire the locks to with without the PCM if that is the case?

Have you tried the inside door lock/unlock switch. Maybe the bats. dead in your key fob.

 

The remote door locks in a 94 do not interface with the PCM. There's a module for the remote, I think behind the passenger kick panel. Shoebox has a photo:
