"Jumpering" the fuel pump

I recently heard this phrase and am wondering what it means and how you do it. I'm looking for different ways to troubleshoot my fuel pump as I think mine is bad, any help or info would greatly be appreciated.

Fuel pump prime connector on pass side shock tower. Put 12 volts on it and pump should run.

Bypasses the fuel pump relay, and hence the PCM "permits".

Speaking of the fuel pump relay, I can't seem to find it on my '96 Z-28. The Haynes manual says it should have one, but I don't see it either under the hood or in the dash panel. Where is it?

Its under the kick panel where you would rest your left foot while driving.

Is the location the same on a 1988 5.0 TPI? If not, where would it be?

Also I would like to put 12 volts as close to the pump I can to be sure the pumps the problem.
Is it the same as putting it on the primer.
