no lockup

I have a TCI super street fighter 3500 rpm stall torque converter in my car. a few days ago the lockup feature stopped working. it IS a lockup converter as it did it all the time right at 50 mph. I took the car to a trans shop and hooked a scanner up to it. above 50 mph the computer is signaling for the converter to lock, but it doesn't.

so its not the electronics, or so it seems. it must be the converter. can the converter be repaired or do I have to buy a new one? I dont understand how this happened, as the converter only has 3000 miles on it and has only been used since the beginning of august. it rarely had stress on it since it unlocked at roughly 25% throttle and didnt lock at any time during WOT.
