Try another app, like Freescan. If that does not work, you may need a new cable. You can download Freescan from the same area as the Scan9495 app.

When i plug the cable in to the laptop it beeps and says its working.

I just tried to download the scan9495 again and it says

Error- no ports available.

I will go try frreescan now

Ok. Neither programs work on either of my 95's.

Apparently my laptop was knocked on the floor and crushed one of the usb ports. Not sure if could be affecting anything. The other usb ports charge my phone so I'm not sure.

Follow the instruction and install the Microsoft Net Framework version 4.0 or later. it is a free program from Microsoft. It is stated in the instructions.txt file and in the User Guide that one requirement is a PC with the Net frameworks installed.

Gary, sorry about not responding anytime soon. Been occupied here recently, with a short vacation, and my own personal stuff to do here and there, i havent made much time for anything except putting a new battery in.

Now, if i open the app without the cable plugged in, it opens a window and says "Error- no ports available. Press Yes to wait 10 seconds and keep trying, No to end, or Cancel to skip chcking ports and start program anyway" if i cancel to go ahead and open it, there is no ports. I can plug in th cable, and it will never appear.

When opened with the cable already plugged in, it opens with no problems and has COM3 already selected in the Com ports box.

Am i at fault here? Not sure if i already said all this, just wanted to clarify whats happening. This is different from my last problem i think. In your last reply you said if nothing comes into com ports AFTER opening the app, and plug the cable in, then i dont have the drivers installed correctly. How are they supposed to be installed....or something? This computer stuff isnt for me, which is why my friend does it for me.

Also: ive noticed when the usb end is plugged in, and i push the connect, the usb flashes.(It has a light on top, which i guess indicates its recieving some sort of signal).

Do this at the pc:
Select: Control Panel (in Win 7, this is in the Start menu, in Win 8 this is usually in the Apps screen)
Select: Device Manager
Select: Ports (Com & LPT)
Plug cable into pc
Watch for this item to be added under Ports: USB Serial Port (Com_)
Write down the number following "Com"
After the item appears, double click on it
Select the Driver tab
Write down the entries for these 3 items:
Driver Provider... (is it FTDI?)
Driver Date...
Driver Version...
Close all windows
Report back here with the 4 items you recorded

Plug the cable into the car and the pc. Turn on the ignition. Do not run the app yet. The USB end of the cable should be flashing red continuously. Is it?

No it did not flash at all. I hooked up the battery, plugged the usb in, plugged into the car, turned the ignition key and it did not flash

I assume the light flashing continuously would mean its recieving data? So that would mean my cable is at fault?

Yes, it does. The 94 pcm will send data continuously to the bus whenever the ignition is on. It is data that the other modules can use, like vehicle speed and engine rpm. The flashing red light is the indication that the cable is receiving that data. Either the cable's converter is bad or the cable is wired wrong. I suggest you check all the pins on the 14-pin connector to see if any are connected together. Then double check the ground (black) to pin A, and data (white and green) to pin M.
One other possibility is that the pcm signal is missing at the connector. That could be caused by a broken wire there or a defective pcm, although unlikely
