Are you asking if you need spacers to fit bigger wheels? You really need to be more specific, wheel and tire size, etc.
I run ZR-1 wheels 17x9.5 front and 17x11 rear. 275/40-17 front tires, 315/35-17 rear. No spacers but I still get a little tire rub on the inner side of the rears on big bumps with anyone in the back. Not sure the exact size of Z06's

im looking to put either milinium vette rims or zo6 rims on my 96 z. the rim size will be 17x9.5 with a 275/50zr17 tire, i just need to know if i need to get wheel spacers, or if i will be good just slaping them on.

You need to know the "offset" on the wheel to tell if you need a spacer. In general, with a 17x9.5" wheel, you will be OK with any offset in the range of 45 to 56mm. Any more than 56mm offset, and you might have some minor rubbing issues in the front, but the back will still be fine.
The 2000 (Millennium) C5 wheels did not come in 17x9.5", so you must be looking at a "reproduction" wheel. The numbers I have seen published indicate the repros are 56mm offset, but you need to verify that with the manufacturer.
The factory Z06 17x9.5" wheels have a 54mm offset, so no problems.
