Your basically taking the backspacing minus the wheels centerline. So, if the answer is negative then you have a negative offset. Positive answer would be positive offset and an answer of zero would be zero offset, correct?

Yes, but the "rim width" in your formula is not the nominal width of the wheel. It includes the nominal width of the wheel, plus the two flanges that hold the tire bead on the rim. The nominal width of the wheel.... e.g. the 9.5" on a 17x9.5" wheel..... is measured at the points where the beads seat on the rim. A 9.5" wide wheel will typically measure 10.5" wide overall.
