man ive tried callin the lady thats dealin w my case, and everytime i call, noone is there, and she called me back once, like 3 days ago but i was working, its pretty gay, tomorrow, ill just keep callin and callin..and callin

Talk to your insurance agent directly. What helps you get their attention is the phrase "I want to cancel my policy, I would like to switch insurance company". 
Worked miracles for me once when my insurance co wanted to screw me over, man all I can tell you is that I have never seen an insurance agent cry (ok, ok, on the verge of crying). They offered to reopen my case and pay for the damage if I stay.
So your local agent can do more for you than a lady on the phone. Remember, the agent's job is to keep you a happy customer (cash flow in) while the lady on the phone doesn't give a sh**, her job is to make your life miserable (to prevent cash flow out).

well went to the insurance today, and they said theres nothing i can do, when people dont have insurance, they get away w it, the insurance sent me and estimate of $600 so the damage wasnt bad, it was just the whole principle u know?, i got a $250 uninsured motorists deductible, so i guess ill just pay that, and get $600, do they cut the check to me or the business thats supposed to repair it? hopefully me
anyways, thanks everyone for their help, i just hope i see a white ford escort, w red paint on the bumper some day
and if anyone else sees one...do me a favor and woop his A*S haha hopefully its not the wrong guy tho
