I would have to suspect that is a true statement. In Illinois they cannot cite you for any emissions type violations if you have the vehicle registered in a non testing county (which out of the whole state there is only testing in 15 or so counties). This is a direct paste out of the current Illinois emissions code
"In no case shall the Agency send a notice of an on‑road exceedance to the owner of a vehicle that was found to exceed the on‑road emission standards established for the model year and type of vehicle if the vehicle is registered outside of the affected counties."

I don't see how they could ticket you for coasting thru without the engine running...what if you have converted your car to be a hybrid and it was running only on the electric motor as you coasted by?

Yeah, the thread that was refered earlier is from me. Seriously make sure you AVOID the entrance ramp if you see them. They also have a sign that says emissions testing ahead before the onramp. My car was in perfect running condition with both cats fully operational. I think it's bullcrap that they tagged my car but what can I do? They send it certified mail so you can't say you didn't get the letter...

Thats why if I'm not expecting something, I don't pick up certified mail, and if I do go up to pick it up, if they can't tell me who sent it, I don't sign for it

I think it is all BS. They are getting too strict with the emissions checkers and the stop light cameras. They just want all the money they can get and not have to work for. I dont see why they dont do something about the diesels that shoot out clouds of black smoke everywhere from their exhaust.

But if its a citation, a bench warrant might be issued anyways, even if you didnt sign for it.... Post office send 3 notifications.. As long as the State/City/County can prove an attempt was made...

So, just because you didnt sign, doesnt get you out of it....
