Fan problem

Fan problem

I have a 95 3.4L camaro. The fan is not coming at all. Last time it came on was about 2 months ago. My thermostat gauge is always at the lowest point,( doesn't move from the off position). I just changed the thermostat and I still got the same result. NO READING. I dont know if the computer is registering the temp at 0 degree and not allowing the fan to come on, but this sucks. I took the fan off to see if it was a bad motor but the fan was moving when hooked directly to battery. The primary fan fuse is a 20 amp fuse (not blown). And the Fan relay is also working. Can anyone tell me what my problem might be?

i am not sure if thermostat is reading but the tempergauge is not regresting
