Although I do agree with getting a CAI and Headers. Both are great bolt on mods. LPE has a great CAI for a low cost. 12rwhp on a stock LT1. I got my headers used for cheap too, best way to buy them. Good luck.

Funny I lost 7rwhp going from a pcmforless tune to a madz28 tune on my bolt on car. I even added a tb bypass the second time around. 13rwhp gain seems rediculous to me. JMO

Eh,
worked for me. I felt a nice gain with my tune, just like a did with my catback or headers. Sounds like you need to take your loss of power up with Ion (Madwolf). Although I have seen the graphs for gains of that size on a stock car. Maybe your car is just picky?
