rear brakes

i was putting new rotors and pads on my 95 z28 but i only had time to do one side before it got dark when i was picking up my tools i noticed a u shaped piece of sheet metal like some sort of shim or something anyway i was wondering what it does i know where it goes but i dont know what its for. and i realy dont want to tear it back apart if i dont have to.

check the H-clip( #17 ).... The pad slides on it..... Add alittle brake grease on top...

well i finally got around to putting the h clip back in and now the brakes are "dragging" any suggestions on how to fix this?
