no rear brakes

i have an 86 camaro v6 2.8l and the rear brakes dont work. the fronts work and the e-brake. what should i do next?
will no brakes in the rear fail a texas state inspection?

No brakes in the rear will fail anywhere.......

Check the master cylinder for low fluid in the section for the rear brakes. Check the rear brake lines and the calipers (or wheel cylinders) for leaks. Blead the brakes.

You should have the "BRAKE" light lkit up on your dash, indicating that there is an imbalance in the front and rear portions of the braking system. Is it on?

i just change the right rear wheel cylinder and still no brakes. i know its getting brake fluid. none of the lines r pinched.

how do you know you're getting fluid? just because fluid drips out when you change a cylinder doesn't mean that you're "getting fluid"

After changing the wheel cylinder, did you fully bleed the system? Did you fill the master cylinder first? Was the wheel cylinder leaking?
