It just makes it a bit greasy. It will come off with a little car washing soap and water, but I usually just leave it on there or wipe it with a towel. Definitely doesn't damage the paint though if that is what you are wondering.

I tried tire foam on the cowl, it looked awesome...thing with tire foam is it's so oily it picks up every bit of dust it comes in contact with and looks filthy in hours-couple days.

Well, I'm not sure what brand I'm currently using, but after I wipe it off, it seems to evaporate after a few hours. I always rub it in and wipe it off with a paper towel after it has had time to soak in -- about 5 to 10 minutes.
It really works great on the plastics on the LT1. Particularly the fuse box and air intake piece. I usually just spray it carefully all over under there and leave the hood up in the garage for it to soak/drip down everywhere. It works really great. Tirefoam also seems to work great on weather stripping too, but I don't recommend using it on the interior... it stinks for a day or longer.
