Clear Coat issues

I am having a random problem with my 2002 camaro. For some reason the back lower quarter panel clear coat has hazed up and cracked.

Is there a way I can go about fixing this? I tried using some rubbing compound on it but it didn't do much of anything. I know on some of the edges if I pick at it with m finger nail I can actually get some of it off and back down to a shiny paint.

Almost looks like someone applied a sheet of that clear plastic paint protector material, that is used frequently on front bumpers and leading and trailing edges of fenders.
