Rich, while I agree that most "street cars" should have a/c and creature comforts, I would think that there has to be some running low 9s to high 8s.
Local NMRA Real Street winner Chris Tuten's car has gone 9.7s @ 137. His combo is really nothing special, either. Real Street class limits a LOT of things, box-stock heads (valve job ok), stock cam, shorty headers,( i think there is a tiny bit of adjustments allowed in cam size now), but basically its your average h/c mustang with a dry kit. 3300 lbs minimum. I know he has a good bit of ballast and could remove that and pop a/c on it. He isn't using all the potential of the nitrous either, and the car can go mid-low 9s if giving it everything. Talk about a street sleeper. These are not stripper cars either. They are required to have door panels interior, etc.
It would technically meet your standard for a street car if it had a/c, as we do not have emissions testing here in SC. That's about the only place I differ with you on it. Why even worry about emissions on a high-hp car? Is it a bragging right of sorts? I would be just as happy to slip the guy doing the test a $50 and go on my way then spend the extra money on emissions compliance.

Mike Moran who lives right across my neighborhood has a white 4th gen Camaro, nicknamed "Casper". It runs 6's at 200+ mph in the 1/4. His car is a "street car" too, lol.

I hear ya. Yep, wrt the smog stuff it's a combination of bragging rights and personal preference. I know there are 9 sec street cars (by my definition) out there, 'cause I have one (or at least one that's awful close). Just pointing out that they are rare.
When you start talking about 8 second "street" cars (again, my def) it is certainly possible. I just don't know of anyone who has done it. By the time it get's that fast, the urge to make it faster by stripping stuff off the car ("adding lightness") becomes irresistable. And so far, I haven't seen anybody who has resisted.
BTW: in SC, there is no way a car without working AC is a "street car", at least to me. Here, you really could get away without it, though you sure need a heater!
