What's a good "base" before starting to mod?

I have a 94 z with 130,000 miles. Yes she's old, but I want to bring her back to the strength of the day she rolled off the show room floor. I want to have a good base though before I just jump into exhaust/money mods. Here is what I'm thinking so far.

"Complete" Tune up (fluids, plugs, wires, filters, o2's)
TB Bypass
Ram Air Scoop
IAT Sensor
LT4 KM
160* Thermostat

Any other mods like this that don't really add much power but will improve drivability and give me a good base to start modding?

A manual fan switch would be good unless you plan on doing programming, or else the 160 thermo will only help at higher speeds when air is being forced through the radiator.
