Whats the best way to gain torque?
A friend from my car club just wants to get as much TORQUE out of his 94 z28 as he can WITHOUT using nos. its a mostly stock D.D.

the car is a A4, he has a K&N, cat back flowmasters, and z06 rims with nittos.
What is the best way to do this WITHOUT Cam and heads? How much?

The best way to increase torque applied at the rear wheels, is to install numerically higher ring and pinion in the rear axle.
Cost for new ring and pinion installed will be around $500
If he's going from stock 2.73 ratio to say 3.73, he'd feel better than 30% increase in applied torque.
It doesn't increase the engine power or torque, but that doesn't appear to be what your friend is after...

If you want to "feel" like your car is faster then gears with no other modification is an option. If you want to actually gain torque w/out a power adder then engine modification is a must be it heads/cam or more displacement along with heads/cam.
Be aware 3.73's can be a bit much for an auto. It'll be great off the line and fine to drive but highway driving/gas mileage will suffer. Not a problem if you rarely see the interstate, but just a thought.
If he has 2.73's, I would defiantly go to 3.23 or 3.42, 3.73 would be my max.
A torque converter would be great, probably around 2800-3200 as already stated, no more then 3200 though.
Honestly, a cam would be the cheapest/best way IMO.
A comp cam 500 or 304 would give you a 100 ft-lbs on an otherwise stock LT1.
Personally I have a 304 and while I wish I had something more radical it is a great little cam. Impossible to tell I have it really (soundwise). Great idle, and great low end power.
Combine that with a torque converter and gears and you wouldn't be able to keep those tires from spinning. Of course, with that much extra power your gonna pretty much want/need headers...
If it were me and I didn't want to/couldn't do a cam I would do gears and a torque converter. If money wasn't an issue I would then do headers and 1.6 Roller Rockers. The extra lift will help out, and roller rockers are miles ahead of the stock pieces of crap IMO, especially at higher RPM's.

If I could do a cam I would do something along the lines of a 502 perhaps (and lifters/springs/roller rockers) and headers/gears.

This is a pipe dream.
Boltons and a cam together wont add 100tq.
IMO the f-body cam was slightly compromised to limit lowend to save your fragile axle. The b-body cam makes torque a little soone and in stock form just a little bit more at peak, though bolton cars with good tuning usually exhibit similar peaks for both TQ and HP.
Yu can do boltons, those will help torque a little you can gain more with heads and cam BUT it will also be at higher rpms which is probably not what he wants.
IMO your friend has to come back down to earth and gain a better understanding of things, or just be satisfied with what gears will do for him.
Ok i talked to him he has his mind set on stall gears and mac mids.
he wants to know the gains of adding 1.6 rr
Also i asked him his goals he said he willing to loose a couple mpg but he wants enough pull that if a new mustang gt or charger hemi pulls up on him he will be able to beat it. also he said he is open to getting a cam and heads but he wants a reliable set up

ok so 3.73 are a must and ima have him get a yank stall but what stall should i tell him to go with?
