what should the fuel pressure be with 32 lb injecs
with key on the press is 35 car on press is 45 with hose connected is this too high. and also the pressure seems to drop a little when i rev it a little.

The fuel prssure whould be:
Engine idling, remove the fuel pressure regulator vacuum compensation line (plug it so it does idle poorly) and rail pressure should be 43.5psi. Anything from 41-47psi is considered acceptable.
Reconnect the vacuum line, and rail pressure should drop in proportion to intake manifold vacuum... anywhere from 6-10psi drop with a stock cam, less with hotter cam, or at very high altitude.
Tape the gauge to the windshield, and take it out on the road and take it up to WOT/max load and the fuel pressure should stay within 2psi of the "no vacuum line reading".
When you open the throttle, fuel pressure will rise, when you close the throttle, fuel pressure will drop.... its reacting to the intake manifold vacuum.
The fuel pressure required for a 32# injector is not necessarily any different than the fuel pressure required for any other injector. Most injectors used in the LT1 are rated at 43.5psi, or if you are using the Ford/SVO/FMS/Denso/Bosch pintle style injectors at 39.15psi. But since you obvioulsy got a tune to run the 32# injectors, you either had to tell the tuner what pressure you were running them at, or he assumed you were running at stock pressure and set the flow constant in the chip accordingly.
