Weird headlight problem; causing voltage gauge to dance

Ok this is a unique problem. When i flip on the headlights on my T/A they don't go up or even light up. The guage starts dancing all over the place. Obviously a short of some kind right? BUT, if i flip the brights on, they go up and work perfectly. Really weird...
Anyone know what would cause this?

I'll take a guess and say a faulty switch.

Has it been your experience that a bad switch can do this?

My friend had a bad switch in his Z28 that did almost the same thing, although the light out come on an then turn off. I would have to agree with the switch. He picked one up at the yard for $40.
