This was the problem about a month ago but it would start back up and run, now there is no power to the fp - no prime etc etc BUT the car will turn over. My question is could VATS allow the starter to operate while at the same time cutting power to the fp? From what i've read up on it seems the two components go together. AND if it is vats, will simply adding the bypass module do the trick?
btw the fp, and relay are brand new.

ok then i've picked up on some misinformation as far as the vats able to cut power to the pump... anyway tonite i swapped the comp with a known good one and same issue so i guess i can rule out a bad pcm. i swapped the icm and coil just to be sure and that too can be ruled out. checked the pump plug and wires that are above the axle and i cannot see a problem there. still one issue remains no matter what and that is that the f/p does not operate despite being jumped from the pigtail to the batt. and there is no voltage at the pigtail with key in the on position

Not only a VATS problem
You may have a VATS problem but if you're talking about putting 12 volts on this connector.

And the pump still does NOT run, you have a bigger problem.
You need to put 12 volts on that connector and go to the connector above the axle and check from the grey to the black wire for the presence of 12 volts. Don't use ground as the black wire may be the problem. Use the black wire. If you don't see 12 volts then, use a ground. Check the black wire has a good ground and the grey wire has 12 volts.
If they are both there and the pump is still not running, it's the pump.

you guys were right about the f/p circuit, speedy i never would have gone back into the tank if not for your advice since the pump was brand spanking new, while ohming the wires at the sending unit and checking voltage i pulled the plug as an afterthought and found the 3 prongs heavily corroded... good thing i cut a hatch door, so now i got another good f/p and relay on hand, may still have a vat issue but she purrs for now
