steady temp rise at idle but lowers when under load??

perhaps someone can help me out a little bit here. my Formula has been having a coolant temp issue lately that's worrying me a bit. in the summer heat (it was 114 or so today) it runs fairly normal cruising down the highway with full a/c (usually around 200 degrees or so). but when i have to stop for a light the temp guage immediately starts to climb towards the red until i get rolling again then it immediately comes back down. if i throw it in neutral at a stop and keep the rev's above 1200 the temp guage stays fairly close to the 200-210 range, no rising. this has only been happening in the intense heat of the days, between 1 and 5pm when its hottest and is no issue any other time of the day/night/year. water pump dying on me and not pushing enough fluid under idle or sensor related???

its because the water pump is cam driven. So when it is higher up in the rpm's it flows more.

yes i'm aware but the temps its reaching at idle and the speed at which it is hitting them is worrying me...its a fairly quick rise and in the duration of one light (30 seconds or so) its pushing the red.

on another note its never seemed to be excessively hot or boiling over??
