I have spark, fuel, and compression but the starter turns the flywheel for 1/8-1/4 turn without start up. I'm not sure of the check the fuel pressure since only the return line with come off. It has spark from the plugs, and I tested the compression when installing the heads. I dont have the cold air intake installed. The motor cranks but no start. Any ideas?

What happens after the starter turns the engine 1/4 turn - stop dead? How is the starter responding to that sudden stop?
What, if any, mods on the engine?
Sorry for the confusion, I have fuel but do not know how to check the fuel pressure. The motor is a 383 high compression stroker with all bolt ons. When the starter turns, the flywheel turns in which the a/c, alternator all turn. However after that the motor wont start. I'm not sure how to answer the question about how the starter responds to suddenly stopping.
