Spark but no start
It is not intended that the "other two" hour-glass shaped holes be used for anything. Unfortunately, it is possible to insert the dowel pin in those holes, resulting in a no-start conditiion. You would be 120-cam degress (240 crank-degrees) "off" using one of those holes.
Ok, found a split in the wire from th ICM to the PC, fixed it, checked the rest of the wire to the PCM(good), and still no start. Checked the partial harness to the opti(good) and the rest of that harness back to th PCM(good). The coil sparks like it should, but when you pull a plug and ground it(coming off the opti), the spark is very slow and weak still. I am leaning towards something to do with the opti, but what? Again it is brand new, never been started, and no fluid has ever been in it.
Thanks for the help from everyone so far.
update: Just wanted to let everyone know what happened. As embarrising as this is, the mechanical timing was off. Fixed that and car started. Word to the wise, always double check the work being done by you or your friend. Leave nothing to chance.
