So at what temp is a 10W a 10 weight oil?

So at what temp is a 10W a 10 weight oil?
Is their a standard temp that oil wieght goes by. Say; 10W-40. At what temp is a 10W a 10 weight oil and at what temp is it a 40 weight?

0 degreesF and 200 degreesF
