rings or starter?

rings or starter?

How tight can the piston rings be before they are broken in? The starter would bog down and not turn the motor over fast enough. I pulled the motor and checked the bearing clearinces.(all within spec) The only thing I found was that I switched two of the rod caps. I fixed it and put it back together, but it still seems hard to turn over. (motor is still on the stand) Is it possiable that the rings are just tight because they aren not broken in yet, or could the starter just not be able to handle the added compression. Just installed le2 heads and cam. Just gettin frustrated. havent driven the car in a year and a half. Also I did check the rings by putting them into the bore, but I didnt use a feeler gauge to see the exact clearance. They were a pita to instal though.

well I put it back into the car so I used the regular starter
