It basically allows you to change your fuel pressure. It's kinda like turning a *** and increasing your power (if you do it right). You do have to be careful though so that you don't lean it out or run too rich. Friend of mine jacked up his third gen when he let it run too rich for like 3 or 4 months...I was like you dumbass. It wasn't like permanent damage but it caused a ton of carbon buildup.

Since you didn't mention "adjustable", I'll assume you mean how does the stock one work. It is located in the return line, and has a spring that opens and closes the valve to hold the fuel pressure at 43.5psi on the rail (supply) side. The spring basically allows enough fuel to return to the tank to keep the pressure on the rail side where it is supposed to be. There is a vacuum compensation connection on the diaphragm that holds the spring, and the vacuum lowers the pressure so that 43.5psi DIFFERENTIAL pressure is always maintined, reducing rail pressure during high vacuum.
