Problem with Scanning PCM for Code!! Somewhat technical.. Please help!

I have a highly modified 96' 3.8L V6 that I have used Autotap on to help tune, read, and clear codes on my car. I also use autotap on my 97' Cavalier Z24.

My bf has a 96' Z28 that recently threw a code. Everytime I try to hook up autotap to the port under the dash in his car, it tells me there is no connection! ?? This was driving us nuts since it works fine in the other cars. I called B&B electronics (autotap) last night and they suggested to run a volt meter between pins 2 and 16 to test out the voltage. He will try this today. We are also thinking that another possibility could be that there may be a broken a pin in there or something because in the past we tried to use my Actron scanner and that didn't work either... (he had the car tuned by a guy who is somewhat shady in his practices and we think he may have messed something up and not said anything.) Any other thoughts on this??? Or possibilities as to what could be wrong with the PCM port under the dash?? Thanks in advance.

The power to the ALDL connector comes off the same fuse as the cigarette lighter. Check for a blown fuse.
